GSA updates guidance on contractor team arrangements for Multiple Award Schedules
GSA has issued revised guidance on Multiple Award Schedule (MAS) contractor team arrangements (CTAs), emphasizing flexibility for MAS contractors to collaborate on orders. As a review, MAS CTAs allow two or more MAS contract holders to combine resources and capabilities to bid orders they might not otherwise be able to fulfill. Unlike traditional prime-subcontractor arrangements, each CTA member maintains privity of contract with the government and is responsible for its own scope of work, invoicing, and compliance with MAS contract terms.
The updated guidance outlines key CTA elements, including team roles, invoicing protocols, and liability terms. Notably, CTA agreements do not require GSA approval, but must clearly outline responsibilities, payment terms, and member replacement protocols. For small business set-asides, all team members must meet small business criteria and subcontracting limitations.
This approach allows greater competition, particularly for small businesses, while helping contractors manage risk and focus on core competencies. With CTAs, MAS contractors can offer comprehensive solutions that enhance efficiency and market access.
