GSA OIG’s 2025 audit plan includes areas of Multiple Award Schedule oversight

GSA’s OIG released its fiscal 2025 audit plan, which prioritizes five areas related to Multiple Award Schedule (MAS), aka Federal Supply Schedules, aka GSA Schedules:

  1. Economic price adjustments under MAS contracts: The audit will examine whether contracting officers receive sufficient justification for approving price increases, ensuring compliance with federal guidelines.
  2. Contract compliance analysts’ assessments: This review will evaluate the accuracy and consistency of contractor compliance assessments and their role in effectively administering MAS agreements.
  3. Country of origin compliance: Auditors will scrutinize MAS product listings for accuracy in country-of-origin disclosures to ensure adherence to the Trade Agreements Act, addressing potential misrepresentation risks.
  4. Preaward audits of MAS proposals: Approximately 22 preaward audits will evaluate pricing and adherence to the Federal Acquisition Regulation (FAR), highlighting preemptive measures to safeguard procurement integrity.
  5. Pricing analysis under governmentwide acquisition contracts: This review will determine if GSA achieves fair and reasonable pricing, focusing on adherence to FAR mandates.

GSA contractors should be prepared for both OIG audits of these areas and a resultant increased scrutiny by MAS contracting teams.
