cFocus Software, Inc., protested the award of a task order by GSA to KeyLogic Systems for maintaining the Environmental Protection Agency’s budget formulation system (BFS). cFocus alleged the agency unreasonably evaluated its corporate experience. GAO denied the protest, finding GSA’s evaluation consistent with the solicitation.

The solicitation required vendors to demonstrate corporate experience operating a BFS at the federal agency level, meaning for an independent agency with its own appropriation and budget submission. cFocus referenced contracts for managing BFSs for subagencies within DOD, including the Defense Health Agency and Army North. GSA determined these did not qualify as federal agency-level BFSs. GAO agreed, citing the solicitation’s clear requirement for agency-level BFS experience and cFocus's failure to meet this standard.

This decision reaffirms that contractors must closely align their past performance references with specific solicitation requirements, especially when agency-level distinctions are critical.
